Yes, we know it's wrong.
But if we really need it, is there a way to do it?

I would say your PSTN GW is doing it wrong.  No routing should ever be
done on To.  It is a purely cosmetic commentary on the intended logical
destination of the call.  Only the RURI should be used for that.
