Hi Vineet,

you can use the pike and ratelimit on e.g. a balancer server to limit the rate 
of SIP messages totally or per IP address. On a proxy server you can use 
additionally the dialog module to e.g. limit the rate of parallel calls 
(dialogs) per user or IP.
