[SR-Users] Record-route issue in Kamailio 3.0.3

The spec requires just lr.  There were some buggy clients that
couldn't do just lr and therefor lr=on was introduced.
If it works with lr, then don't enable lr=on (which is disabled by default):
modparam("rr", "enable_full_lr", 0)
