[Serusers] Memory allocation

Hi,

I was trying to understand how SER manages its memory. From what I searched
and read on the mailing list and SER documentation it seams to me that SER
allocates all the necessary memory at start time and never allocates anymore
memory. If the initial memory defined (PKG,SHM) is full no more will be
allocated. Is this the correct Interpretation?
