[OpenSER-Users] CDRTool rating on test system (without PSTN) zero cost problem

Hi Andy,

I suspect that your problem is related to
var $intAccessCode       = '00'; inside cdrlib.phtml.
Based on that all the numbers which should not be altered and  be
considered billable should contain "00" as international prefix.

Have a look on that, perhaps it helps.
