[Serusers] RFC 3841 support?

Stefan,
As of SER 2.0, the scripting capabilities are good enough to implement 
nearly everything without writing a module. With a number of RFCs with 
limited scope (in terms of "used by x% of installations"), creating a 
route block for the functionality may be more efficient than writing a 
new module.  This route block can then easily be added to the config 
buildsystem and allow inclusion of the support as simple as loading a 
module.
So, both contributions in the shape of script snippets and new modules 
are welcome.
