[Serusers] registrar module in ser rel 2_0_0 - errors in setting parameters

is authoritative, i.e. the list is generated directly from the code, so 
everything in 2.0 is listed and nothing else.

A quick check shows that the documentation of desc_time_order and 
retry_after has not been removed. We appreciate all reports about doc 
problems. I'll forward this.
