Run-off?

Although, it's somewhat of an odd situation in that Raphael is, 
technically, a candidate for SEMS representative (a spot which was 
filled) and Martin a candidate for community representative (a spot 
which has one opening), so my impression is that, since there are 
supposed to be general community representatives for SER, Raphael 
shouldn't be included in the tie category.

That was just my impression of how this was supposed to work, and one is 
welcome to deluge me with evidence as to the contrary. :)
