[Serusers] New version of SER with presence support

Hi Atle,
CVS versions of PA/RLS should work, but presence handbook is out of
date. I'm going to correct it to current status tomorrow.

Little note: if you want to compile presence modules, you have to do
make in lib directory before (make -f Makefile.ser install) as described
in presence handbook (and you need to have libxml2-dev and libcurl3-dev
installed).
