[Serusers] ser_ctl: (111, 'Connection refused'): error

The ctl module serves the sercmd (utils/sercmd).

If you want to use ser_ctl then you have to support it in the script
file like this:

if (method=="POST" || method=="GET") {
#       create_via();  shouldn't be required with the latest CVS source
        rewriteuri("sip:xmlrpc at 127.0.0.1:5060");
        dispatch_rpc();
        drop;
}
