It is the correct function to handle CANCEL.

t_relay will pass the CANCEL to openser's transaction modul. The 
transaction module usualy will detect that this CANCEL is for an ongoing 
transaction and takes care of the hop-by-hop CANCEL. This should also 
take care of the hop-by-hop ACK to the 487 response.
