[Serusers] 100 Trying response generation question

If you forward stateful (t_relay), SER will generate 100. If you forward 
stateless, you can generate it yourself using sl_reply().  In 2.0, I 
believe there is a parameter that was added to prevent SER from sending 
100 at all (and you have to do it manually). See changelog.
