[Serusers] using SER

I have to a little bit disagree with Greger about the administrator 
interface of Serweb.
There are few things you can do as admin.. Except creating new user 
accounts you can create for example new domains or new attribute types. 
Those attributes  you can use for the routing logic in ser.cfg afterwards.
It's not that much you can do but it is something.
However, you will always have to configure ser.cfg manually to use 
mentioned attributes (AVPs).
