[Serusers] rls, xcap and remote storage

Hi.
Eyebeam (and whatever client) should be able to upload/download lists on
XCAP server independently on RLS module. (Because storage is XCAP
server, not SER. SER's RLS module only reads stored data from there not
uploads something there.)
