[Users] openser dialog statistics

I was able to get them to work.
I was setting the flag in the wrong place.

dialog:active_dialogs = 1
dialog:processed_dialogs = 1
dialog:expired_dialogs = 0

I think processed_dialogs includes active_dialogs.
