[Users] How to configure multi-domain?

Besides from adding the following lines in configuration file and adding 
2 diferent domains to the domain table, what else should I do to 
implement multi-domain?

modparam("usrloc", "use_domain", 1)
modparam("registrar", "use_domain", 1)

My phones still register, but none of them can call any other, even if I 
call someone only by username or by username at domain.
