[Serusers] SER connecting to SIP VoIP providers

This is the configuration file that has that feature:
ftp://siprouter.onsip.org/pub/gettingstarted/configs/gw-pstn.cfg
Although, you should configure your Ser server from the basics starting 
from the most basic .cfg file... Take a look at this document:
