It means SER don't keep the call state even if I run it as stateful proxy.

No, there is no such function. ser doesn't keep call state.
You would need to write a new module (if you only want to prevent
simultaneous calls you might get away with a simple hack and you can
 probably avoid having a b2bua implementation)
