Hi,
you can create your own module and use internal API (QSA) to subscribe
to status of users in PA and in notifications you can send emails. This
is better way, but QSA is still not described, thus it can be hard for
you.

Other possibility is to modify internals of PA module (handle_publish, 
callback and timer_presentity) to call your function which will send
an email.
