Troy,
"==" means IS
"=~" means IS LIKE
eg. "abcd == abcd" is true, "abcd == bcd" is false, whereas "abcd =~
bcd" still is true.
The "^" is part of regular expressions and means "starts with", eg.
"^abcd" means "starts with abcd".
