[Serusers] Problem with CANCEL and INVITE (2)

To be honest, I wouldn't continue using your config. SER has a lot of 
internal behavior that cannot be controlled by the config. Sending stateless 
OKs for example, is very much at your own responsibility.
Get a well-proven config as starting point.
