[Serusers] Service Empty

Hi All,
I am trying presence snapshot SER. I am getting

 0(4189) Empty service!
 0(4189) ERROR: rls_handler.c:484: XCAP query problems
 0(4189) XCAP query failed

error for SUBSCRIBE request. I am following presence handbook. Whats worng i
am doing????? Can anyone help me??
