[Serusers] cannot find directory /src/sip_router/tools/serct

It was moved recently to its own CVS module, so you should download it
separately :

cvs -d :pserver:anonymous at cvs.berlios.de:/cvsroot/ser login
[empty password as always]
cvs -d :pserver:anonymous at cvs.berlios.de:/cvsroot/ser co serctl
