it seems there is no party to accept the tcp connection. use tcpdump to 
see the attempt of TCP connection establishment an then see if the phone 
is listening on it.

yes, everybody can contribute to that page. This is the meaning of the 
dokuwiki, people from OpenSER community to build a reliable and 
comprehensive documentation base. If you find something missing, add it 
there. Other will come and add more to complete it.

You can force it via LIBDIR environment variable.
