For SER, check out iptel.org's website:
    www.iptel.org
One of the best pieces of information on SER is the "Getting Started" 
document found on onsip.org . You'll have to register on the website to 
download it:
    www.onsip.org
I believe issue 05 (submitted 2005/9/12) of the "Getting Started" document 
is the current version.
