[Users] 404 not found message

Are you sure you do lookup("location") also for NOTIFY requests?

Are you sure the URI in the request URI of the NOTIFY request is in the 
location table?

Are you using CVS head?

There is a new feature that lookup returns only contacts which are able 
to handle NOTIFY.
