[Serusers] does anybody used "is_user()" method in ser.cfg before??

check_from does exactly that.

Note that all functions that compare the username in digest credentials
with any other value in the message use the _authorized_ credentials for
the comparison. The check will always fail if there are no authorized
credentials in the message -- in other words you have to call either
proxy_authorize or www_authorize before checking the digest username.

That also means that credentials from Proxy-Authorization will only be
used if you authorize using proxy_authorize.
