[Serusers] failure route

Looks just like the route[1] block you have, but would be tagged as
failure_route[1]    The t_on_failure("X") looks for the failure_route[X] block. 

Certain things can't be done inside a failure route block, but nothing you
have in your route[1] block is disallowed I don't think...
