This seems like the wrong place to ask questions about the Linksys IAD 
.. However..

Yes, there is a way to decrease the interdigit timer, but you'll need to 
write to support at sipura.com (don't worry, it's actually linksys) and ask 
them how to do it.  I'm afraid I can't remember.

Not sure about the "#".  But try putting a "SO" at the end of your dial 
plan string, that ends the dial rule in the Linksys dial plan. (ie. 911 
SO .. will always match on 911 and won't wait for the timer to expire)
