[Serusers] ser.cfg

Llanos,

When you change ser.cfg you must stop and restart ser because ser does
not have a "reload" function like Apache does.

However, when you execute serctl commands you do not need to restart
ser becase serctl "injects" commands directly in to ser via the FIFO.
