[Serusers] prefix command

Hi all,
 
I have write a command as 
 
  if (uri=~"^sip:0") {
        strip(1);
        prefix("02134");
        forward(xx.xx.xx.xx);
        break;
  }

I find it only prefix the invite URI but the to field is not add prefix. The
peer PSTN gateway need both URI and to field has the same value. how to add
a prefix in to field?
