[Serusers] Why Was This INVITE Not Loose_Route()ed ??

Hi Paul!

I wouldn't call it bug - let's call it a strange behaviour. I haven't 
done loose_route testing on 0.9.0, my experiences are from old times 
(0.8.12).

IMO loose_route() should be true for all in-dialog requests which were 
correctly sent to this SIP proxy (= the SIP proxy finds itself in the 
topmost route header or in the request URI), regardless if the previous 
hop was a strict router or a loose route, because there is no difference 
how this messages will be routed.
