[Serusers] SER presence support

IN ser, pass SUBSCIRBE/NOTIFY to the destination UA. Pretty much the same
logic as INVITE/BYE.

In WM, add other UA SIP addresses in the buddy list. Once you add, it sends
a SUBSCRIBE to the other UAs. When the other UAs change status, it sends
back NOTIFY.
