[Serusers] pa cannot work as a B2BUA?

- SER version: ser 0.10.99-dev5 (i386/linux)
- I'm using windows messenger 5.1 as client
- using ethereal, i have error 400 (Bad Request ) in response to a subscribe
request
- I join the ser.cfg
