[Serusers] Acc SetFlag issue

And you of course t_relay() BYE messages?  (I don't think three BYEs in acc table has anything to do with where you put setflag. Either your UACs generate three BYEs because an ACK is not received and you don't t_relay, or something else is seriously wrong...)
