Probably ser tries to send a message to a host on the local network,
which does not respond/is down (see arp(4)/EHOSTDOWN).
Dumping the whole traffic (udp, arp & icmp) when this happens will help
finding out what's really happening.
It looks more like a host config/routing problem.
