[Serusers] SER and 3rd party call control

What for?
SER does support 3rd part call control already, because it is just signaling 
for SER. SER as a proxy does not care who is talking to whom. Or who controls 
whom. E.g. if their are two phones and a media server in a 3pcc scenario, 
there is absolutely no need for special 3pcc support in SER.
Only if SER should be the one of this 3 parties which controls the call 
between the two other parties, that would require special support.
