[Users] up2date source packages

I'm not a debian expert, but I think the control file also needs some
additional dependencies:
libradiusclient-ng-dev and libpq-dev

PS: That's the drawback of the fork, all this fine-tuning was also done
by the ser guys, and must be repeated here :-(
