[Serusers] onreply_route and stopping 183 messages

Correct - I've looked at the 180 message and I can't really find
anything different one sent by the old working gateway and one form the
new gateway. So I'm making an assumption that it is the 183 that only
comes form the new gateway that is upsetting the CPE.

Simon said the 183 has no SDP .... so, this might not be the case.
