[Serusers] Processing REGISTER REQ section 10.3

The test for callid and cseq stored in the user location database is
currently disabled. The reason is that there were many broken UAs that did
not generate callid and cseq correctly after reboot (callid was the
same, cseq was lower than the one in the user location database) and were 
not able to re-register.
