[Serusers] Call transfer with 7960s

   I have the same problem with identical phone/proxy images.

   Attended transfer works as expected among phones registered to CSPS.

   Transfer from CSPS registered phone to SER registered phone or the
reverse don't work.  The original called phone appears to put the
call on hold rather than releasing it.
