[Serusers] Failure route weirdness....

Do you get a provisional reply from the called ua ? If not, or if SER
cannot match it, then perhaps fr_timer (not fr_inv_timer) hits and that
one has a different value ? This is just a guess. Try to experiment with
value of fr_timer.
