[Users] Timer for unaccessible gateway

Klaus,
to be more precise: all request are set to fr_timer. Once a reply is
received, for INVITE is switched to fr_inv_timer.
so you may try:
modparam("tm", "fr_timer",5)
modparam("tm", "fr_inv_timer",40)
