[Users] FIFO response "400 ul_add: replicate expected"

I am using OpenSER 1.0.  When I send the following to the FIFO:

81 at dev.skyridge.com
sip:34 at sirloin.skyridge.com

-----------------------

I get the response "400 ul_add: replicate expected".  I have done a
google search without finding anything helpful.  Can anyone explain
what this means?
