[Serusers] SER <==> SEMS fifo permisions problem

This fifo is created by sems, it is the fifo through which the reply 
to the request is sent from sems to ser. you can control the 
permissions on this reply fifo by setting umask before you start sems.

But 644 permission should be ok if both are started by the same user.
