[Serusers] ser and busy lines

Hi Ahmad,

What will happen, depends of the gateway - probably it will return a 5xx 
class negative reply which will be translated in busy tone by the caller 
phone.
With SER you cannot count the the active calls. But you use failure 
route and do whatever is necessary in case of all lines busy.
