[Serusers] Sending a request to a pstn gateway

No, SER will not allow you to rewrite the From: or To: SIP headers.  Only
the forwarding URI.  If you want to rewrite the From, or To headers then you
would need to use a B2BUA.  However, as I understand it, this breaks RFC
compliance standards.
