[Serusers] Sip-To-Tag and Sip-From-Tag in radius accounting

Hi Tor,

This is happening because of the BYE - depends which party will generate 
it. If the BYE is generated by Callee, you will get FROM and TO swapped. 
If Caller gives BYE, FROM and TO will be the same as in INVITE.
When you call to GW, most probably you hang up the call, so you get all 
the time same FROM/ TO in both start and stop.
