[Serusers] Can't Get Radius Working in SER

Hi Carlos, the radius server is setup on port 1812 but still it doesn't work.  However there's another solution.

The solution is to install a bare bones freeradius on SER and have it proxy the request to the external radius server instead.  Others from this list have been using this solution also.
