[Serusers] Restricting Called Party Disconnect

Hi All,

I am running SER 0.8.4 and doing SIP-SIP calls.
Everything is working fine.
Now I want to restrict the called party to disconnect
the call. Only the caller can disconnect the call.
Whenever called party disconnects the phone SER should
ring the called party back.

Is it possible to implement using SER?

Any suggestions?
